William "Willis" Todd was a criminal and the father of Jason Todd
who came under the employment of crime lord Carmine Falcone after being released from Blackgate Penitentiary. Sometime after being captured by Batman, Todd was brought to the Riddler, who killed him after failing to gain any information about the caped crusader.

William was born and raised in Crime Alley, and became a small time crook, partly to support his wife Catherine and his infant son Jason.
who was eventually arrested by the GCPD. He spent a few years in the Blackgate Penitentiary, and became the cellmate of Joe Chill, who serving time for the murders of Thomas and Martha Wayne.
