Rosa Vasquez is the wife of Victor Vasquez. Together they are the foster parents of Billy, Freddy, Mary, Eugene, Pedro and Darla.

After graduating High School, Rosa and Victor quickly got married and moved to Fawcett City
Fostering with Victor[]
After ten years of parenting, Rosa and Victor were currently fostering Mary Bromfield, Freddy Freeman, Eugene Choi, Pedro Peña and Darla Dudley. They were contacted by care-worker Linda Glover about another foster kid Billy Batson. Rosa and Victor were told that Billy often left the other foster homes he was sent to to break into the apartment complex him and his parents lived in, and that he had trouble letting go. Rosa did her best to make Billy feel at home her, Victor and the other kids.
