August Heart was a citizen of Central City and a member of the Central City Police Department. After his brother George was murdered by a career criminal, August attempted to track down and kill the latter, forcing Barry Allen to intervene. Accidentally being hit by Barry's Speed Force energy, August's metagene activated, causing him to develop the same superhuman speeds as Barry himself.
Discovering that Barry could have saved his brother, August began a witch hunt against him.
