The Council of Elders were an order of seven wizards who ruled the Rock of Eternity, and were at one time the most powerful wizards and sorcerers in the world.
Wishing to have more influence in the outside world, the Council chose a mortal to bestow their power on, choosing a Kahndaqian named Teth-Adam as their champion. However Adam would become influenced by the Seven Deadly Sins of Man. Under their influence Adam destroyed the council, leaving only Mamaragan to defeat him.
Millennia later, wishing to defeat Dr. Thaddeus Sivana and his followers, Mamaragan chose another champion, Billy Batson before his succumbed to his wounds. Days later, Billy shared the Wizards powers with his foster siblings, and after defeating Sivana, all six heroes took over the seats of the fallen council members, becoming the Rock's new defenders.

After choosing Billy Batson as his new champion, Mamaragan bestowed him with divine powers, choosing some of the best qualities of his fallen brothers and sisters.
Later, after Billy shared his power with his foster siblings, each of them displayed a higher degree of a particular power then the other.

- In the comics, the name 'Shazam' is an acronym of the ancient gods and historical figures who Billy Batson derives his heroic attributes from when in his adult form: Solomon - Wisdom, Hercules - Strength, Atlas - Stamina, Zeus - Power, Achilles - Courage, Mercury - Speed
- In the DC Cinematic Universe, the name has been changed be an acronym created by the Council to stand for their six members, and a remembrance of their names for Mamaragan. They are: Stamarim, Hiwaelle, Awyss, Zzamaz, Amiffae, Mamaragan. It is still if Captain Marvel draws his powers from only Mamaragan, or the latter as well as the former council members.
